Computas and the National Police Immigration Service (PU) have developed a world-leading workflow solution for police and justice – UTSYS. The system gives PU more control, a better overview, and supports the employees in their work to secure a safe society and protect individuals on the run. The award-winning solution, which currently has 1,000 daily users across the police districts in Norway, has saved many man-years for PU. According to Eirik Aarre, Senior Adviser at the Police Immigration Service, UTSYS is a game changer.

Supporting important social mission

PU fulfills an important social mission for Norway, and works to prevent and avoid crime.Their main tasks are registering asylum seekers, identity clarification, immigration detention centre stay, and deportation of individuals without legal residence in Norway. Thus, good tools to facilitate a seamless workday are of course important.

The process of developing a new case management system started 15 years ago, back in the heyday of the fax. Internally in PU questions were asked about the case management system, because it was time-consuming and created frustration among the employees. PU wished to replace the old system with something more efficient and optimized for the work they perform.

PU’s work involves being able to identify individuals whom they have no previous information about, and predict which individuals may constitute a public order problem and a possible security risk. A complex challenge that is intensified in cases where the person concerned opposes the police by not presenting documents or by stating a false name. In addition, they wanted a solution with a more open architecture, for easier integration, among others, with the Norwegian Directorate of Immigration’s (UDI) database, other agencies and systems, nationally and internationally.

This is where Computas entered, and the process of developing the UTSYS case management system was started.

A future-oriented and flexible IT solution adapted to the users

The aim of UTSYS is to digitize the old method to avoid double registrations and manual errors, as well as create a case management system based on communication and sharing of information across the agencies. It is mainly about structuring the information, but also digitizing manual work processes, and, not to mention, making the information available so it can be retrieved and supplemented with more information at all times.

A modern way of collaborating

Rather than using resources on writing long needs reports, the collaboration has consisted of testing and practical work. Needs analysis and requirements specifications have been conducted in close collaboration with actual users. Computas has been thoroughly involved in order to gain insight into how PU performs the job, and how efficiency can be increased.

UTSYS’s home page has a daily status function providing continuous update of all necessary information that the user needs. In addition, the solution has made reporting of the work carried out more efficient, and it has enabled an increase of the information quality, which can now be reported in real time.

The way ahead

PU and Computas recognize the importance of continuously optimizing the solution in line with the innovation pace. The system must be able to interact with new technology and new channels.

– You don’t stop taking your car in for service. Likewise, we constantly look at ways to further improve the solution, says Aarre.

UTSYS is a system designed to keep up with the times, and facilitates further integrations. PU already sees the need to make UTSYS even smarter, and there are plans to adapt it to mobile phones and start using various forms of machine learning in the system.

– In close cooperation with PU, we will continue to maintain and further develop the solution according to their needs. At the same time, both parties see the value of all the opportunities that are out there, and wish to make use of these, concludes Marita Vangstein.

Award-winning case management system

In June 2014 PU and UTSYS won the award for Best Case Management System in police and justice at the prestigious award event Global Awards for Excellence in Adaptive Case Management in Washington, D.C.

UTSYS is based on Computas’ framework, FrameSolutions. The solution is integrated with PU’s activities, where the technology used is customized to the needs and tasks performed daily. UTSYS ensures that all relevant information and status of this information, whether correct or false, are found on the same platform and are available to those who need the data to do their job.
