Close collaboration resulted in high user value for the Norwegian Military Police
An outdated case management system posed security challenges and much manual work for the Military Police. They saw the need for replacing it with an automated system that could meet today’s requirements. Computas challenged the Military Police into innovative thinking, and through close collaboration, they created a solution that resulted in a better workflow and ease of use.
The need for a new system was primarily aimed at covering four main areas; crime reports confiscation of evidence, duty log and arrest protocol. In these areas, there is a lot of information that requires thorough and accurate documentation. The new system had to handle all documents across these four areas and take into account the different roles within the organization. A very complex job due to the information load and the numerous requirements imposed on the new system.

Early in the process, Computas realized that the Military Police’s needs required building a solution with more contemporary technology, from scratch.

A user-friendly system
At the beginning of the project, Computas received a large number of forms and templates, which at the time, were used for documentation within the Military Police. The forms were complex and unstandardized. Computas challenged the Military Police on how things could be done differently, focusing on user value and a more efficient work process.
Standardizing all the documents facilitated a more transparent, tidy, and user-friendly system. The solution is based on Computas’ framework FrameSolutions and is available as a web application in the Military Police network, in Norwegian as well as in English.

Collaboration – an important criteria for success
A spirit of collaborative and mutual trust was established from day one of the project. Expectation management, frequent meetings, and close dialogue were key to maintaining the project’s momentum, and for the successful result that was achieved. The process was carefully documented all along, in order to manage progress and prevent misunderstandings.
– Key personnel with the Military Police were involved in all parts of the process. Continuously driving the project in the right direction was enabled by high availability and close involvement by personnel with mandate and ability to make urgent decisions swiftly. This has been crucial for seamless collaboration all along, and for the end result of the project, says Thomas Pettersen.
Thomas Pettersen is CTO at Computas, and explains how the development of the new solution for the Military Police was conducted. Solution and technical architects were based at Computas headquarters in Oslo, whereas development work was mainly carried out by developers and an architect at Computas Development Center in Bucuresti.

«Never heard of a public project that has been completed ahead of time»
The project started in January 2018 and was completed two and a half months ahead of time (in November 2018). Continuity and strategic planning of resources throughout the course of the project is why Computas finished ahead of time. After the implementation, the feedback from the Military Police has been positive, and the new system, unlike the old one, has now become intuitive.
– I have never heard of a public project that has been completed ahead of time. We are very pleased with the result and have reached the main goal of replacing an old-fashioned system. In addition, there is no doubt that a better workflow has been established, and that this will be very time-saving for us, Raknerud concludes.
Cloud-Ready Application
The solution Computas has developed for the Military Police is today run On-Premises, but is built for the latest technology. The framework (FrameSolutions) is upgraded and adapted to cloud, partly realized by using .Net Core and Docker. The entire solution is cloud-ready, which means that the application can easily be moved to a public cloud, should the Military Police wish to do so in the future.
