DFØ Uses AI to Analyze Climate and Environmental Considerations in Public Procurement

Computas has developed an AI-powered text analysis solution for the Directorate for Public Administration and Finance (DFØ). The solution enables DFØ to more quickly investigate whether climate and environmental considerations in public procurement comply with the requirements and criteria set out in the procurement regulations.

The Directorate for Public Administration and Finance (DFØ) is the government’s specialist agency for financial management, sound decision-making for government measures, organization and management in the state, and for procurement in the public sector. An important part of DFØ’s societal mission is to investigate whether public contracting authorities comply with the requirements and criteria set out in the procurement regulations, including compliance with new rules on climate and the environment.

For DFØ, Computas has developed an AI-based text analysis, which enables the directorate’s analysis department to much more easily and quickly analyze and review the content of public procurement documents. The volume of public procurement means that it has previously been challenging to keep track of whether, for example, requirements for climate and environmental considerations are used or not.

Jonas Karstensen, subject matter expert for data and analytics at DFØ, is pleased with the new solution:

“The collaboration with Computas has been very good. They have shown a great ability to deliver solutions that can truly be called groundbreaking. In addition, Computas has understood our needs and been proactive in finding the best possible solution” he says, adding:

“In many ways, this is a pilot for how we at DFØ can work with artificial intelligence on our data platform. At the same time, the project provides valuable insights into how climate and environmental considerations are taken into account in public procurement”.

Powerful language model with advanced search functions

The solution developed by Computas for DFØ utilizes AI-based text analysis to generate statistics and extract knowledge about climate and environmental considerations in public procurement. The solution integrates a powerful language model (LLM) with advanced search functions. This solution enables internal users to ask direct questions related to tender details and receive relevant answers.

In addition to the chatbot, a search function was developed that encompasses the specifications, award criteria, contractual terms, and qualification requirements from various tender documents. These requirements and criteria were defined using language models.

Peder Lång Skeidsvoll, a consultant at Computas, explains that the solution is designed to be a user-friendly and interactive tool:

“The great strength of the powerful language model is that it can analyze large amounts of text quickly and efficiently. Tender documents are often long and largely unstructured, making them well-suited for large language models. The tool that DFØ is now using is an interactive tool that also has a deep understanding of the content of the tender. It is also designed for analysis in PowerBI” he says.

User-friendly and intuitive interface

The search function is designed with a focus on user-friendliness, enabling users to efficiently analyze and compare various requirements and criteria from tender documents through an intuitive interface.

– The project has been successful and has provided a great deal of valuable insight. The solution has served as the foundation for new statistics published by DFØ on climate and environmental considerations in public procurement, in line with the updated regulations on public procurement.
